Job Description
This position is an integral part of a large-scale construction project in Oak Ridge, Tennessee to ensure its safe and contract-compliant completion. The position requires a dedicated field engineer (FE) with architectural and coatings application construction experience to serve as both a subcontractor technical representative who manages the content and quality of subcontractor submittals, but also leads/oversees field execution/performance of related activities. This position requires a highly engaged, knowledgeable individual who will actively manage all aspects of the construction, engage with all levels of the Project Team, monitor subcontract performance, and ensure the contract specifications are being met throughout execution. The candidate will be knowledgeable of earned value project management principles and be able to support financial and schedule reporting throughout the project. This position will require excellent verbal and written communications skills to support client and project stakeholder interface and provide mentorship to junior level staff in the areas of project planning, execution, and management. Candidate must be willing to commit to a long-term presence at the project site (2-3 years).
Essential Duties and Responsibilities
Organize and lead field engineering aspects of architectural and coatings application construction at the Project to ensure planning, execution, and closeout to contract-compliant specifications (e.g., technical, financial and schedule).
Serve as the Project technical representative (if required) to oversee subcontractor performance including project submittals, field execution, and closure/acceptance per contract requirements.
Recognize and report potential changed conditions to relevant specifications that may require tracking for purposes of reporting as a possible contract modification. Be able to assist team with quantifying both financial and schedule implications of potential changes.
Plan, direct and manage program activities; report potential or actual issues including identifying, developing, and managing scope related proposals and risk mitigation plans.
Analyze project needs and establish appropriate strategies for resolution per project priorities.
Analyze/evaluate technical, environmental and construction data to ensure completeness and accuracy.
Maintain configuration management of related project documents.
Actively engage in field execution to ensure successful completion of the project.
Excellent verbal and written communication skills to support extensive team and customer contact.
Minimum Qualifications
Bachelor's Degree in an engineering- or science-related field (additional years of field experience can be substituted for degree, if substantially more than minimum required).
7 -10 years of relevant experience with DOE, DoD or Nuclear construction.
Current Driver’s license.
Ability to obtain a Y-12 security badge.
Knowledge and Experience
Be able to read and interpret and verify contract specifications and apply to field execution.
Be able to read and understand contract drawings, vendor submitted drawings, and controls contractor drawings. Be able to apply to field execution and verification.
Experience on large scale DOE, DoD and other federal agencies’ vertical construction projects and applicable regulations.
Must have strong field subcontract management experience.
Experience in chemical resistant coatings on varying surfaces and structural steel touch up painting.
Experience in installation of pre-fab/pre-engr buildings and roofing/siding.

Ability to tightly manage schedules and budgets.
Excellent interpersonal skills; work effectively and cooperatively with all levels of management, staff, and clients, as well as outside business associates.
Strong oral and written communication skills; ability to effectively present information and respond effectively and sensitively to questions from clients, managers, staff, and the general public.
Ability to utilize multiple word-processing, database and engineering applications including MS Office applications Word, Excel, and Access.
Demonstrated ability to work accurately, follow procedures and schedules, and prioritize multiple tasks.
Excellent proof-reading and writing skills.
High degree of sensitivity regarding confidential client and employee information.
Ability to work independently, as well as part of a team, and make decisions, solve problems, exercise good judgment, work under pressure, and capable of prioritizing workload.
Physical Requirements
The candidate will be required to physically be able perform the duties of this position which may include some or all of the following:
Have mobility to access and move through a highly congested multi-level construction site
Be able to climb ladders two or more stories
Ability to drive to access project premises
Utilize fall protection
Ability to access confined spaces
Be able to lift 25 lbs.
Be able to visibly inspect field installation/placement to assess compliance with specifications
