Overview:

MSA assists the Defense Threat Reduction Agency (DTRA) in developing leading edge technologies to counter WMD in support of CCMDs and transitioning these technologies to services and SOCOM. SPA provides expertise across the full range of chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) WMD, Counter Improvised Threat and Countering Threat Network technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.
Responsibilities:
The successful candidate will analyze nuclear weapon effects on components and communications systems; support development, application and integration of nuclear environmental and effects protection standards; support development of electromagnetic (EM) electronic system effects tools; and provide technical guidance on EMP and high power electromagnetic (HPEM) test planning, test execution and data analysis; and EMP and HPEM hardening/mitigation solutions.
The candidate will assist with development and execution of a portfolio of software, hardware and testing projects; research new DoD EMP survivability requirements, and translate technology areas and concepts to meaningfully to others on the DTRA and DoD nuclear survivability missions. Provides technical writing (drafting or editing) and advice on MIL-STDs, MIL-HDBKS, test plans, technical reports, security classification guides, white papers, etc. and may monitor contractor technical performance. Assists the government in aligning the portfolio for rapid transition of emerging tools and analytical capabilities to key end-users. Assists the government with archiving current and legacy data and information.
Travel is required (10% to 30%).
Required Qualifications:
- Bachelor of Science in Electrical Engineering or in a related engineering field.
- Experienced technical writer with a background in hardware development.
- Ability to translate requirements and observations into clearly defined written products (briefings, reports, White Papers) in short timeframes.
- Excellent interpersonal and communication skills. The candidate must be capable of communicating with technical experts and senior leaders both verbally, in writing, and with the use of PowerPoint.
- Skilled in computer and standard office automation systems (e.g., Microsoft Office, M/S Project).
- Secret DOD clearance to start with ability to receive a TS clearance.
Preferred Qualifications:
- An advanced degree in Electrical Engineering or other Engineering field.
- 3 - 5 years' experience in electrical engineering hardware development, experimental physics, or other experimental engineering field.
- Experience conducting EMP verification assessments, to include system/facility site surveys; test plan development/coordination; test execution and assessment; data analysis and report preparation.
- Experience with EM technologies and methodologies including: 1) testing, 2) system survivability analysis, hardware, and software, and 3) pulsed power (Current Injection, High Frequency RF pulsers, Source Region EMP (SREMP) pulsers, and Magnetohydrodynamic (MHD)-E3 pulsers)
- Experience with the following standards and handbooks: MIL-STD-2169, MIL-STD-188-125-1, MIL-STD-188-125-2; MIL-STD-3023; MIL-STD-4023; and MIL-HDBK-423 and IEEE and IEC electromagnetic standards.
- Experience working with other Federal agencies, industry, and National and/or Service Laboratories.
